ILOILO HERITAGE MANSIONS TOUR. 1ST STOP. The plan was just to drive by the Lizares Mansion, which is now owned by the Angelicum School of Iloilo, but was called by its imposing structure to at least have a photograph that captures proportions. Indeed, it's difficult to see a person standing in front of the building when the whole mansion is framed in a snapshot. The mansion was built in 1937 on a 2-hectare property by Don Emiliano Lizares for his wife Conchita Gamboa. The mansion has three floors, a basement and an attic. The interiors like the winding staircase, floor and doors are made of hardwood. It has 59 doors. When the WWII broke out, the mansion became Japanese Army HQ and was sold a few times after the war until Angelicum acquired it in 1978. Angelicum has since opened the school to visitors and tourists and has started a campaign to restore and sustain the mansion. Woohoo!") #IloiloWhenThePastIsAlwaysPresent #LizaresMansion

From the Lizares Mansion, we moved to the centuries old (over 200 years) mansion where the wife of former vice-president Fernando Lopez Sr., Maria "Mariquit" Javellana-Lopez, once lived. Mariquit’s banker grandfather Ramon Javellana had it built, and it served both as a residence and a bank. The house is open to tourists by appointment and parts of the mansion are set up as a showcase of the Vice President Lopez and Mariquit’s memorabilia. Robert Lopez Puckett, a great great grandson who is now the owner of the house, started restoration of his ancestral home in 1993. His team carefully chipped off the wall finish on the ground floor to reveal the original red bricks and gingerly removed multiple layers of paint, applied by tenants through the years, from the hardwood walls. Sharing here a blog and interior photos of Mark Segador of iloiloilove.com that tells us the story of this magnificent mansion. "Undoubtedly Iloilo’s Queen of Heritage Houses, the Nelly Garden gained an iconic status representing the old grandeur of the city. Within its elegant halls, important personalities dined on sumptuous feasts and danced in grand balls. Its imposing architectural design has inspired the imagination of many Ilonggos and visitors alike for generations. A walk through its halls and gardens, and you’d certainly feel the luxury, the class and the pedigrees that were once present in this imposing Ilonggo mansion. Built in 1928, the Beaux Art mansion was the conception of the Ilonggo philanthropist and statesman Don Vicente Lopez and his wife Doña Elena Hofileña. Before the construction of the stately mansion, the couple used to live near the Jaro Cathedral. Numerous religious activities, often requiring the use of small cannons resulting in constant noise, led to the couple’s decision to transfer to a much quieter location. The new home of the Lopezes is situated in a four-hectare property, a kilometer from Jaro’s center. It was spacious enough for Doña Elena to indulge her passion for flowers and gardening. The mansion was named after Don Vicente’s eldest daughter, Nelly. The rooms of the house speak of “elegance, refinement, and the lifestyle of the Ilonggo aristocracy”. The dining room, sala and other venues for entertainment are all found at the ground floor, while the private rooms and the family sala are on the second level. Connecting the two floors is a spectacular winding stairway of rare tindalo wood.The sala, in all its grandeur, speaks of Don Vicente’s love for people – the exchange of ideas and conversation. In this hall, ambassadors, politicians, the royalty, the elite and the beautiful waltzed, danced and dined. Important guests of the house include American Governor Generals from Frank Murphy to Teddy Roosevelt Jr., Prince Chupra of Thailand, and many Philippine presidents including Corazon Aquino, who happened to sleep at a room where Imelda Marcos also stayed.The dining room is equally lavished with its centerpiece of a hexagonal table which can sit up to twenty-four guests. The room’s ceiling is almost fifteen feet high from which hangs the huge crystal chandelier immediately commanding everyone’s attention. The room is colorfully lit in during the day as the light strikes the colored glass panels.In World War II, this iconic mansion was almost totally lost forever during the chaos and anarchy that occurred once the Japanese invaders landed. A platoon of Filipino guerillas came to the doorstep upon the orders of an Ilonggo general to burn Nelly Gardens to the ground. This is part of the “Scorched Earth” policy adopted by the guerillas to prevent the invaders from occupying the city.The current occupants of the house at that time, Lilia Lopez Jison and her husband Frank Jison, begged the Filipino soldiers not to torch and loot the house. As when the kerosene was about to be poured, the invaders came and a gunfight ensued. Luckily the house survived the war.Today, Nelly Garden is a venue for inspirations and dreams. The lovingly preserved-heritage mansion is now open for the general public for tours and events. CHINA UNIVERSITY STUDENTS PRAISE MABILOG

Iloilo City Government’s success in good governance caught the interest and inspired international students of a Chinese university.
“We would like to thank you for your efforts and congratulate you on your successful achievements you have made in your work,” ZhiRen Hu, student representative of Hunan University of Arts and Science (HUAS) wrote Mayor Jed Patrick E. Mabilog.
“All of the students like you very much and support your work. We believe that you will create a happier life and brighter future through your great industrious work and wisdom,” he added.
Hu was even “very glad to invite” Mabilog to visit their university and address the students in the near future.
They also boast of “hospitality of warm and friendly students who welcome you with an open smile.”
Mabilog stressed the citation is a manifestation that Iloilo City is becoming well-known and recognized globally. He added that having a link will become an avenue that will pave way for learning exchange and interaction between Ilonggos and international students.
For the meantime, Hu asked Mabilog for an inscription and autographed photographs for their collection and exhibition to be shared with students, teachers and friends as a source of inspiration.
“Thank you for taking time out of your busy schedule to read this letter and I feel very honored and pleased. Please allow me personally as well as on behalf of the university students, to extend our very best wishes to you and your family,” stated Hu.
HUAS is a multidisciplinary university with a history of over 50 years located in historic Changde City in northwest Hunan province.
It has now an enrollment of over 20,000 full-time students around China and offers well-equipped teaching buildings and lodging houses for international students to live and study.
HUAS consists of 17 departments and offers 41 specialties for bachelor degrees such as Literature & History, Law, Foreign Languages, Mathematics and Computing Science, Economics and Management, Resources, Travel and Environment, Music and Fine Arts.
HUAS enjoys a teaching faculty of 829 members, including 113 professors and 391 associate professors among whom 640 hold postgraduate or doctorate degrees.

REMEMBERING ROGER FLORES

The Iloilo City Government remembers and pays tribute to fallen Ilonggo hero 1st Lt. Roger Flores, a marine officer who despite that fateful day of June 19, 2014, also the birth anniversary of our national hero Dr. Jose Rizal, was not his duty, he still decided to volunteer himself to rescue his comrades who were fighting against insurgents in Patikul, Sulu.
Mayor Jed Patrick E. Mabilog said Roger Flores’ heroism is worthy of emulation and an act of patriotism like what Rizal did for his country and his fellowmen.
A true blooded Ilonggo, Roger Flores finished his elementary education at Rizal Elementary School, secondary at Iloilo City National High School and early college at Central Philippine University and being a PECO scholar was a true symbol that poverty is not a hindrance to success, winning his struggle into a victorious soldier.
Today, let us take an inspiration from the heroic deeds of Roger Flores to become a modern-day hero.

ICPO POSTS EXCELLENT FEAT VS. ILLEGAL DRUGS

Iloilo City Police Office’s (ICPO) accomplishment figures in the fight against illegal drugs in the metropolis posted excellent ratings recognized by the Philippine Drug Enforcement Agency (PDEA).
ICPO received a Plaque of Recognition from no less than PDEA Director Gen. Arturo Cacdac Jr. during the 13th Anniversary Celebration of PDEA-6 June 18.
ICPO achieved 358% increase in drug cases filed in court, 200% increase in positive operations conducted, 151% increase in persons arrested, and 132% increase in illegal drugs seized in 2014 compared to 2013.
"We commend the excellent police work as we are committed in pursuing a drug-free Iloilo City," stressed Mayor Jed Patrick E. Mabilog.
The City Government’s best practice by giving vehicles, motorcycles and equipment to police to enhance mobility in the apprehension of drug pushers and users was cited by PDEA.
ICPO is spearheading drug clearing operations in clustered barangays next in the districts of Mandurriao, Arevalo, Jaro and City Proper, following the successful campaign in La Paz and Molo.
They are also implementing plans and creating task forces purposely to focus the various stakeholders to a strategic direction and attain drug-cleared communities.

The Office of the Civil Defense (OCD) will hold a contingency and emergency drill in Iloilo in preparation for ministerial meetings of the Asia Pacific Economic Cooperation (APEC) summit here July, September and October this year.
Simulation exercises on evacuation, incident management and interoperability of responders, among others will be conducted.
Iloilo will host APEC’s Infrastructure Development and Financing and Strengthening Capital Market meeting in July.

The biggest ongoing project at P2.7 billion is the 15.6-kilometer widening of the Senator Benigno S. Aquino, Jr. road into four lanes plus a service road and a bicycle lane.

Second is the 14.8-kilometer widening of Pres. Corazon C. Aquino Avenue, formerly known as the Iloilo circumferential road, at P1.7 billion, including five bridges.

Mr. Singson noted that project implementation in the province has been relatively free from right-of-way issues and the relocation of affected illegal settlers is being handled by the local government.

Iloilo City is human rabies-free for more than three years with no positive canine rabies case in 2014.
Mayor Jed Patrick E. Mabilog encouraged Ilonggos to be responsible pet owners to protect public health and safety.
The City Government got a Certificate of Recognition for being a Rabies-Free City from the Department of Health regional office (DOH-6) last March 31.
The city posted no positive canine rabies case last year based on data from Regional Animal Disease Diagnostic Laboratory (RADDL-6) where brains of dogs are being examined for rabies.
City Veterinarian Office (CVO) chief Dr. Tomas J. Forteza, Jr. said they implemented a consistent 100 percent coverage of anti-rabies vaccination on dogs in 180 barangays annually which resulted to drastic decrease of positive canine rabies.
The CVO head added they are currently working on the viability of a city-wide dog castration or sterilizing as part of dog population control.
CVO is also rehabilitating the City Pound and coordinating with various non-government organizations in eradicating stray dogs all over the metropolis.
The City Hall provided 30 percent anti-rabies vaccines annually after Bill and Melinda Gates Foundation granted 70 percent of medicine requirement from 2009 to 2014.

Manuel is UP Visayas’ first summa cum laude Raoul Danniel A. Manuel makes history as the first summa cum laude graduate of UP Visayas. The BS Applied Mathematics major scored a GWA of 1.099, the highest among the graduating Class of 2015. It would not come as a surprise to those who personally know him. He was also the class valedictorian of the UP High School in Iloilo, Class of 2011 and likewise class valedictorian of the SPED – Integrated School for Exceptional Children (Iloilo City) in 2007. When asked on how he feels to be UPV’s first summa cum laude, Manuel has this to say: “It is a very humbling experience. I know that I could have not made it without the support of my family, friends, classmates, teachers and fellow members of student organizations that I have joined. To be an achiever in UP is really difficult if one is alone so I am blessed to have people who have always been supportive of me even in my college life.” Manuel is not your typical nerd who confines himself within the four walls of the classroom. He said that he sought to learn as much as he can so that his UP education would not be limited to the four walls of the classroom. He was a very active student leader, was the Chairperson of the College of Arts and Sciences (CAS) Student Council (AY 2014-2015), and was often seen in the frontlines during student protests and rallies. “As an Iskolar ng Bayan I had to open my eyes to the realities around me and look for ways to become active in the affairs inside and outside of the University. My UP education instilled in me a desire to use my potentials to advance genuine social change,” he said. It is indeed a rare feat that this consistent University Scholar gave as much as he did in his academics as well as in various student and community activities and came out with exemplary achievements in both. Apart from being active and taking leadership roles in the CAS Student Council, Manuel is the Lead Convenor for the Youth for Accountability and Truth Now – Panay Alliance (2014 to the present), was the Vice Chairperson of the UPV OIKOS Ecological Movement (2013 – 2014), the Secretary of the Legal Network for Truthful Elections (LENTE) - UPV Chapter (2013 – 2015), the Treasurer of the UPV Mathematics Circle (2011 - 2013), served as Internal Affairs Committee Member for Elektrons (2012-2013) and a member of the UPV Delegates of Untainted Commitment to Effectuate Service (2011 to 2015). Some of his community involvements included serving as a speaker in the following events: 1) 10th LUBAS Visayas-Wide Student Press Convention, Iloilo City (January 29 – February 1, 2015), 2) Google Student Leaders Summit, UPV Miagao, Iloilo, April 8, 2015, 3) Leadership Training for Elementary Pupil Leaders, Iloilo City, 3) Leadership Training for High School Student Leaders, Jaro, Iloilo City, and 4) Voters’ Education Activities in Brgy. Malagyan, Miagao and Brgy. Calumpang, Molo, Iloilo City on April 18 and May 1, 2013, respectively. In addition, Manuel has also receive numerous awards and distinctions. To name some, he was a recipient of the highly competitive and prestigious UP Presidential Scholarship from 2012 up to the time he graduated. He was the BPI Anak Expat awardee in 2013, one of the Mga Bagong Rizal: Pag-asa ng Bayan national awardee in 2011, and won 2nd place in the National Philippine Statistics Quiz in 2011. During his four years of college life in UPV, Manuel was also quite busy in organizing, facilitating and attending, various, leadership training and forums. So what would be life after graduation for this super achiever? Manuel said he still does not have final plans as to what he will do after graduation. “Most likely, I will pursue a master’s degree in applied mathematics,” he stated. “I am not really aiming to be rich or to use my talents to enrich myself materially. I have simple joys and I want to live a life of purpose,” so said one who has truly embodied the ideals of UP, academic excellence, service to the community and love for one’s country. Manuel is not only making history as UPV’s first summa cum laude. The University of the Philippines will be having the various Commencement Exercises of its constituent universities in the month of June for the first time as a result of the shift in the academic calendar that started in August 2014. CLEAN ILOILO CITY AMAZES JAPANESE ENVOY

Iloilo City’s cleanliness caught the eye of Japanese envoy during the Vin d’ honneur or traditional wine of honor held at Casa Real or Old Provincial Capitol last June 12.
Mayor Jed Patrick E. Mabilog said Japan Ambassador to the Philippines Kazuhide Ishikawa and his wife noted the clean streets and surroundings in the metropolis.
The Japanese official opined that the city had the best preparation in place for the big event.
But First Lady Marivic G. Mabilog explained it’s a habit of barangays to voluntarily cleanup every weekend through volunteerism program called "Do Day" initiated by the mayor.
Mabilog said the initiative is to instill the sense of responsibility to the Ilonggos that regardless there is hosting of major event or not, the city should be clean.
The first reception outside Luzon was an opportunity for Iloilo to be promoted before ambassadors, members of diplomatic corps, big businessmen and international organizations.

DPWH PRAISES ILOILO CITY GOV’T

Over a billion pesos worth of infrastructure projects will be implemented in Iloilo City this year.
And Department of Public Works and Highways (DPWH) Secretary Rogelio L. Singson lauded the City Government’s support for the smooth implementation of infra projects, during their inspection last June 11.
Mayor Jed Patrick E. Mabilog stressed the developments provide more economic opportunities to the Ilonggos.
Singson said implementing the big projects is not an easy task but it’s made easier with the help of City Government.
He was referring to the effective political unity and partnership with City Government in providing relocation sites to project affected families.
“The development in Iloilo is definitely much higher than the national average GDP growth. Our estimate here is a double-digit growth because of construction boom by the government and private sectors,” Singson said.
The improvements boost the city’s bid to attract more investors and tourists.
The widened 15.6-kilometer Sen. Benigno S. Aquino Jr. Avenue commonly called Diversion Road, an 8-lane with 2-lane service road and bike lane provides easy access to Iloilo International Airport in Sta. Barbara-Cabatuan towns.
The 14.8-kilometer Pres. Corazon C. Aquino Avenue commonly called C-1 or Circumferential Road provides alternative routes to Jaro, Mandurriao and Arevalo districts and adjacent towns.
The Muelley Loney Bridge set to be operational in July will provide convenience and accessibility to visitors and Ilonggos going to fastcraft terminal across the Iloilo River in Lapuz district and heritage sites in City Proper.
Construction works on the state-of-the-art Iloilo Convention Center (ICC) are expected to be completed in July in time for the Asia-Pacific Economic Cooperation (APEC) meetings slated in September and October.
A total of P1.15 billion worth 73 programmed projects under the 2015 General Appropriations Act (GAA) is scheduled for implementation in city this year by DPWH.
These include six tourism roads, three road rehabilitation projects; 13 constructions and maintenance of flood control and drainages; six roads widening; seven bridges; and 38 projects under Local Infrastructure Program (LIP).

“Ang pagbabago at pag-unlad dulot ng mga proyektong ito ay mararamdaman simula palang sa inyong paglapag dito sa Iloilo,” he added.

He noted that the budget for infrastructure projects in Iloilo has been increasing every year.

“Ito ay dahil marami pa kaming gustong ipagawa dito sa Iloilo,” Singson said.

According to Singson, “the development in Iloilo is definitely much higher than the national average GDP growth.

“Ang tantiya namin dito [Iloilo] double digit and growth dahil kaliwa’t kanan ang mga proyekto ng gobyerno at ng private sector,” Singson said.

ILOILO CITY CHAMPION OF BIKABLE ADVOCACY

Ilonggos from all walks of life and different ages joined the freedom ride along with different bike groups. Among the youngest was 11-year-old Divine Grace Genine who was riding along with her parents and siblings.

"She has been riding her bike since she was 6, and we have been riding as a family together since then," said Genine's father.

The oldest biker who registered was 69-year-old amputee, Rudy Fernandez, a paralymphic athlete who has been cycling since he lost his leg from a grenade explosion.

"My bike has been my leg since [my leg] was amputated. I can freely move around because of my bike. I have never been diagnosed with any chronic illness," Fernandez said.
